Chief Executive Officer, GovNet Services Limited — building Africa's digital governments
A lawyer-turned-executive who has led companies as Chief Executive Officer for more than a decade, now heading GovNet Services Limited, a Ugandan firm helping governments design, secure and scale citizen-centric digital public infrastructure.
Felix pairs formal legal training from Makerere University and the Law Development Centre with postgraduate study in project monitoring and evaluation and a recently completed Master of Business Administration. His work sits where public policy, regulation and technology meet: digital government services, payments and interoperability, governance, and programme delivery for public institutions.
